Identifying Factors Affecting Government Support Policies in the Development of Entrepreneurship in Knowledge-Based, Technological and Startup Companies

Abstract
This study aims to achieve a comprehensive and in-depth understanding of the factors affecting government support policies in the development of knowledge-based, technological and startup companies with a qualitative research approach, which is classified as applied research in terms of purpose; the statistical population includes academic elites, government policymakers and managers, managers of supporting institutions, heads of science and technology parks, founders and successful managers of knowledge-based, technological and startup companies who have experience and knowledge in the field of the research subject. To select these individuals, a purposive snowball sampling method was used, and this process continued until theoretical saturation was reached. The main data collection tool was in-depth semi-structured interviews. To design the interview framework, a systematic review of scientific and policy sources related to government support for knowledge-based companies - especially start-ups and technology-based ones - was first conducted. The data from these interviews were analyzed using qualitative content analysis and an open, axial, and selective coding process using MaxQDA software. According to the research results, based on coding interview data with a data-based method and relying on the systematic approach of Strauss and Corbin, the following are; axial phenomena (1-intelligent and innovative support policies; 2-development of knowledge-based, technology-based and start-ups companies); causal factors (1-facilitating the growth process of innovative companies; 2-approval and facilitation of laws); strategies (1-development and growth of technology infrastructure; 2-coordination and synergy between actors); Contextual factors (1-Creation of economic, social and cultural value; 2-Optimal allocation of resources); Intervening conditions (1-Sabotage by foreign countries; 2-Structural weakness) and consequences (1-Uncertainties and complexity; 2-Elimination of structural barriers).
