مدیریت استراتژیک هوشمند

الگوی خادمیت در سازمانهای دولتی ایران با رویکرد رفتاری

چکیده
هدف از تحقیق حاضر طراحی الگوی خادمیت در سازمانهای دولتی ایران با رویکرد رفتاری است. ابزار استخراج داده‌ها در بخش کیفی روش دلفی و دیمتل فازی (بررسی نظرات خبرگان) و نمونه گیری در این بخش به صورت هدفمند انجام شد. در نهایت 15 پرسشنامه قابل ارزیابی برگشت داده شد و در بخش کمی آزمون مدل به روش معادلات ساختاری بود . نمونه آماری نیز بر اساس 10 نمونه به ازای هر سوال در نظر گرفته شده است و در نتیجه حداقل تعداد نمونه برابر 480 نفر می باشد (هر وزارتخانه 120 پرسشنامه). روایی همگرای پرسشنامه بیش از 5/0 می‌باشند لذا اعتبار ابزار اندازه‌گیری به روش روایی همگرا، قابل‌پذیرش است. در خصوص روایی واگرا، لازمه تائید بیشتر بودن مقدار ریشه دوم میانگین واریانس تبیین شده از تمامی ضرایب همبستگی متغیر مربوطه با باقی متغیرها است که نتایج آن ، برای تمامی متغیرها، از همبستگی آن متغیر با سایر متغیرها بیشتر می‌باشد.همچنین از نرم افزار Amos‌ برای تحلیل داده ها استفاده شده است. به کمک نظرات افراد خبره شاغل در 4 وزارتخانه راه و شهرسازی، ارتباطات و فناوری اطلاعات، امور اقتصادی و دارایی و صنعت، معدن و تجارت که دارای چهار ویژگی دانش، تجربه، تمایل و زمان لازم برای مشارکت در تحقیق را داشتند، داده‌ها با استفاده از روش نمونه گیری به روش هدفمند زنجیره‌ای جمع آوری و تحلیل شدند. در گام اول، 11 عامل تاثیرگذار بر رفتار خادمیت با مطالعه ادبیات موضوعی شناسایی گردید که در سه دسته عوامل درونی، عوامل بیرونی و عوامل ایرانی اسلامی دسته بندی شدند و به همراه پیامدهای خادمیت (4 عامل) مدل اولیه تحقیق را شکل دادند. در ادامه با استفاده از تکتیک دیمتل فازی، روابط بین اجزای مدل مورد تجزیه و تحلیل قرار گرفت و الگوی خادمیت در سازمانهای دولتی ایران با رویکرد رفتاری حاصل گردید. نتایج حاصل نشان داد که هر سه معیار عوامل بیرونی، عوامل درونی و عوامل ایرانی-اسلامی به ترتیب بر رفتار خادمیت تاثیرگذار هستند و این رفتار نیز منجر به بهبود خلاقیت، عملکرد فردی و سازمانی و رضایتمندی مراجعین می گردد.

Stewardship Model in Iran's Government Organizations with Behavioral Approach

چکیده English

The aim of the present study is to design a service model in Iranian government organizations with a behavioral approach. The data extraction tools in the qualitative part were the Delphi method and fuzzy DEMETL (expert opinion survey) and sampling in this part was carried out purposefully. Finally, 15 evaluable questionnaires were returned and in the quantitative part, the model was tested using the structural equation method. The statistical sample was also based on 10 samples per question, and as a result, the minimum number of samples is 480 people (120 questionnaires per ministry). The convergent validity of the questionnaire is more than 0.5, so the validity of the measurement tool using the convergent validity method is acceptable. Regarding divergent validity, it is necessary to confirm that the square root of the average explained variance is greater than all the correlation coefficients of the relevant variable with the remaining variables, and its results are, for all variables, greater than the correlation of that variable with other variables. Amos software was also used for data analysis. With the help of the opinions of experts working in the four ministries of Roads and Urban Development, Communications and Information Technology, Economic Affairs and Finance, and Industry, Mining and Trade, who had the four characteristics of knowledge, experience, willingness, and time required to participate in the research, the data were collected and analyzed using the purposive chain sampling method. In the first step, 11 factors affecting servitude behavior were identified by studying the subject literature, which were categorized into three categories: internal factors, external factors, and Iranian-Islamic factors, and together with the consequences of servitude (4 factors), they formed the initial research model. Next, using the fuzzy de-model tactic, the relationships between the model components were analyzed, and a servitude pattern in Iranian government organizations was obtained with a behavioral approach. The results showed that all three criteria of external factors, internal factors, and Iranian-Islamic factors, respectively, are effective on servitude behavior, and this behavior also leads to improved creativity, individual and organizational performance, and client satisfaction.
