The aim of this research is to develop a cultural policy model based on political components in Iraq. The present research was of a mixed type (qualitative-quantitative). The statistical population of this research in the qualitative part consists of managers of Iraqi government organizations, and according to snowball sampling, 10 people with expertise and sufficient education and experience related to the subject were selected as research experts to conduct interviews. The participants in the quantitative part of the research are managers of Iraqi government organizations, 50 of whom answered the expert questionnaire. Max Quda software and Friedman test were used to analyze the data. The research results include the dimensions of government and political structure (political and governmental structure, coordination and cohesion, security and stability, the role of non-governmental organizations), the dimension of cultural and social diversity factors (ethnic and religious diversity, cultural policies, education and awareness), the dimension of foreign influence and international influences (foreign influences and media, foreign influence and political parties), the dimension of corruption, resources and infrastructure factors (financial resources and infrastructure, administrative corruption and administrative problems), the dimension of policy-making, planning and development factors (planning and policy-making, cultural research and development), and the dimension of technology and innovation factors (new technology, the influence of elites and the scientific community).
