The challenges posed by a volatile and competitive banking industry environment have prompted numerous managers and specialists to focus on human capital and strategies for its enhancement.The objective of this research is to elucidate and develop organizational wisdom based on human capital and organizational culture to promote banking governance. The statistical population of the study consisted of managers and experts of Bank Shahr in Tehran. Data were collected using a questionnaire, distributed and gathered through simple random sampling. The results of structural equation modeling analyzed with SmartPLS software indicated that human capital development has a positive effect on organizational culture and the promotion of banking governance. The positive impact of human capital development on organizational wisdom was confirmed. Furthermore, the positive effect of organizational culture on organizational wisdom and the advancement of banking governance was verified. The influence of organizational wisdom on enhancing banking governance was also significant. Moreover, the mediating role of organizational culture in the relationship between human capital development and organizational wisdom, as well as the mediating role of organizational wisdom in the relationship between human capital development and banking governance promotion, were confirmed. Overall, it can be concluded that human capital development, not only directly but also through strengthening organizational culture and organizational wisdom, plays a crucial role in shaping the enhancement of banking governance. These findings underscore the importance of targeted investment in human capital development as a foundation for building a wise organization with effective governance in banking.
