ارائه‌ ی مدل قدرت خاموش در سازمانهای دولتی با رویکرد کیفی

چکیده
مفهوم «قدرت خاموش» به عنوان نوعی از قدرت که اغلب به صورت غیررسمی، پنهان و بدون استفاده آشکار ظاهر می‌شود، توجه پژوهشگران مدیریت و سازمان را به خود جلب کرده است. اهمیت درک و شناسایی این نوع قدرت، به ویژه در محیط‌های بوروکراتیک و رسمی دولتی، به دلیل تأثیر آن بر روند تصمیم‌گیری، هماهنگی و سیاست‌گذاری‌ها بسیار حیاتی است. هدف پژوهش حاضر ارائه مدل قدرت خاموش در سازمان‌های دولتی با تأکید بر سازمان امور مالیاتی کشور بود. این پژوهش با رویکرد آمیخته کیفی انجام شد. در مرحله کیفی، داده‌ها از طریق مصاحبه‌های عمیق نیمه‌ساختاریافته با خبرگان دانشگاهی و مدیران اجرایی دارای تخصص در حوزه مدیریت منابع انسانی گردآوری شد. نمونه‌گیری به‌صورت هدفمند و نظری انجام گرفت و فرایند جمع‌آوری داده‌ها تا دستیابی به اشباع نظری ادامه یافت. داده‌های حاصل با استفاده از تحلیل مضمون استقرایی و معنایی مورد تجزیه‌وتحلیل قرار گرفت. نتایج این مرحله منجر به شناسایی ابعاد، مؤلفه‌ها و شاخص‌های قدرت خاموش و تدوین مدل مفهومی پژوهش شد. یافته‌های نشان داد که قدرت خاموش در سازمان‌های دولتی از چهار مضمون فراگیر شامل خاستگاه‌های اقتدار، ابزارهای نفوذ، بسترهای زمینه‌ای و پیامدهای رفتاری تشکیل شده است. همچنین، مضامین سازمان‌دهنده مرتبط با هر یک از این ابعاد شناسایی و تبیین گردید.

The concept of "silent power" as a type of power that often appears informally, hiddenly, and without overt use, has attracted the attention of management and organization researchers. The importance of understanding and identifying this type of power, especially in bureaucratic and formal government environments, is crucial due to its impact on the decision-making process, coordination, and policymaking. The aim of the present study was to present a model of silent power in government organizations with an emphasis on the Iranian Tax Affairs Organization. This study was conducted with a mixed qualitative approach. In the qualitative phase, data were collected through in-depth semi-structured interviews with academic experts and executive managers specializing in the field of human resource management. Sampling was purposeful and theoretical, and the data collection process continued until theoretical saturation was achieved. The resulting data were analyzed using inductive and semantic content analysis. The results of this stage led to the identification of dimensions, components, and indicators of silent power and the development of a conceptual model of the research. The findings showed that silent power in government organizations consists of four overarching themes including sources of authority, tools of influence, contextual contexts, and behavioral consequences. Also, organizing themes related to each of these dimensions were identified and explained.
