The aim of this research is to design a model for smartening human resource training with a focus on cognitive psychology. The study employed a descriptive-survey method, utilizing both library and field research settings; it was applied in nature, cross-sectional regarding data collection, and descriptive-survey in terms of execution. This research follows an exploratory mixed-methods design; accordingly, the literature was first reviewed, followed by the identification of dimensions, components, and indicators—and the subsequent design of the research model—using a qualitative approach (semi-structured interviews). The next stage involved distributing questionnaires, collecting and analyzing data, and validating the model. The statistical population consisted of all managers and staff of the General Department of Education for the counties of Tehran Province and its 21 affiliated districts. Given the geographical dispersion of the population and the varying numbers of managers and staff across districts, a proportional stratified sampling method was used. Based on the number of managers and staff in each stratum, each district's share of the 384-person sample size was determined proportionally. To validate the research model, structural equation modeling and measurement model analysis were conducted using PLS software. The results from the measurement model indicated that, among the model's dimensions, the data-driven nature of smart education possesses the highest explanatory power. This is followed—in descending order—by the cognitive focus of smart education, continuous assessment and improvement, smart education technology, the psychology of smart learning, human resource digital and cognitive competencies, smart human resource development, and finally, leadership and governance in smart education.
