This study designs a framework for the smart management of physical information and communication technology (ICT) assets and validates it through expert opinion. The proposed framework combines ISO 55000 requirements with Industry 4.0 technologies while accounting for constraints such as international sanctions and the localization of technology. The research followed a mixed-methods, sequential exploratory design in two phases. The first phase involved a PRISMA-based systematic review of 592 documents, which was narrowed to a final set of 168 sources (122 international and 46 Persian). These formed the basis for an initial framework comprising eight domains and 33 programs. The second phase used a two-round modified Delphi study with 11 experts. Consensus was defined as a mean of ≥ 3.50 and an interquartile range of ≤ 1.50. Content validity was assessed using Lawshe’s ratio, and expert agreement using Kendall’s coefficient. In the first round, seven domains were approved and one was redesigned. In the second round, all 109 items satisfied the dispersion criterion, and 96 items (88.1%) reached consensus. Thirteen borderline items were revised in a follow-up meeting. Expert agreement was strong, with only one incidental difference among participants’ views. The validation is expert-based; empirical validation is left for future research. The main novelty is a three-layer architecture that embeds ISO 55000 compliance processes and Industry 4.0 technologies across eight domains and 33 programs. To the authors’ knowledge, no comparable framework has been published for physical ICT assets. This framework offers a roadmap for moving from reactive management to predictive and resilient management.
