Understanding the competencies is the starting point for the implementation of numerous human resources systems such as talent management and succession in the organization. The present study, given the importance of this subject, focuses on designing a competence management model for art and culture managers, and since the study and summarization of past studies has taken an important step in drawing a comprehensive image of them, they have taken into account their comprehensive image. . Therefore, in the first step, with the inclusive search of resources, 400 sources were obtained, and in 3 -step refinery, 50 mostly related articles were selected from the qualitative research method. The concepts were then extracted from within the articles, and by re -reading the concepts, the categories were extracted from within and finally 5 dimensions, 11 concepts and 63 themes were extracted and the final model was formulated.
